The latest update Apple has updated the App Store Link-Out Guidelines in conformity to EU DMA. However, the costs remain very high.

Apple has recently updated its App Store's rules to ensure that it's more in line to the EU's Digital Markets Act (DMA) But, the fees associated with the changes by Apple remain steep in accordance with the article in The Verge.
